Placement of Historical Sign By Old Court House:
Marose and Gratton explain the effort to place a sign at Courthouse Square regarding the historic nature of the location, which effort has been approved by the Dodge County Building Committee.
Discuss and Take Action of Conditional Use Permit
Request by Tim Geim of Wateron for the purpose of starting a coffee shop and retail shop at 166 E. Oak Street. This property is zoned as B-2 (Central Business, and requires a condition use permit per City of Juneau Ordinance 17.08.420 (E).

Placement of Signs for Dodge County Highway Commission:
Brian Field presents a map indicating a pair of unlit guide signs to be located inside of the fence at the Dodge County Highway Shop in Juneau to direct traffic in compliance with the City of Juneau’s sign ordinance. Gratton/Schulte: to approve placement of signs as noted above and in exhibit presented to the commission. Building Inspector Referrals:
The house at 243 S. Main Street does not have a landing constructed before a rear, second-story door on a rental property. The house located at the east corner of Mill and East Oak Streets has no second-floor railing above garage roof, which roof is accessible from the second story of the home.

Public Hearing - Conditional Use Permit Rollin Stone Pizza Pub, LLC:
The following were present for the Public Hearing: Dan Wegener, Jeff Christensen, Cathy Firari, Lori Hill, Kevin Hill, Mike Mueller, and Richard Wagner.
Jeff Christensen read the following statement:
Background Information – We purchased the property on January 1 st, 2011 after obtaining a “Class B” liquor license, and consulting with the City of Juneau building inspector on the change of use requirements to operate as a restaurant and tavern. At the initial meeting with the inspector, the zoning was discussed and determined to be B2 central business, which would be suitable for operation as restaurant and tavern. We also discussed the requirements for an outdoor canopy with the possibility of outdoor seating. At that time, it was determined that it was possible to comply with the setback requirements, but that we would hold off on the building permit for the canopy until a later date.
Then, in early June 2011, we met once again with the building inspector to review plans for the outdoor canopy and alterations to the rear exit. After leaving the meeting, I received a phone call from the building inspector requesting that I stop by to discuss an important issue. At that meeting, I was informed that the new zoning code adopted by the city in 2010, requires a conditional use permit to operate as a restaurant and/or tavern for both indoor and outdoor seating.
Please understand that we are not pointing fingers or finding blame and that we recognize the difficulty in keeping up the changing code requirements. However, we are a bit frustrated and concerned to find ourselves in this position after 7 months of renovations and a significant investment of time and money.
Finally, we are excited about bringing a new business to the community, and look forward to offering a unique dining experience for both area residents and visitors to enjoy.

Schamberger enquires regarding the ordinance prohibiting parking across the sidewalk overnight. Steffen enquires regarding what options does the city have regarding the conceal and carry. Chief Oestreich is asked to report to the Plan Commission or the city attorney may be contacted.

Clearview Signage – action to be taken:
Fish, of Graphic House presents options regarding Clearview signs. Questions arise whether there would be a vision triangle involved in placement of signs at the corner of County Trunk Highway DF and State Highway 26. Fish states only one sign ever was approved in the original plan, according to the city’s building inspector. Bosak contends the city’s planner approves of two signs.
Gratton/Engels: to accept the main Clearview sign on the corner of County Highway DF and State Highway 26 eight feet east of the 25-foot vision triangle of that corner. Schamberger, Aye; Schulte, Aye; Gratton, Aye; Engels, Aye; Steffen, Aye; Bosak, Aye; and Marose Aye. Motion carried unanimously.
Gratton/Engels: to move the main entrance/delivery sign four feet west of the location indicated on Map E-23 and to locate it eight feet south of the right of way of County Trunk Highway DH. Review Proposed Rezoning of Nehl’s Property: Revised 4-19-2011 @ 12:30
Bosak presents a proposed map of alternatives regarding the airport overlay district. It has been proposed to reverse the “tier” zoning of the area to place R-1 nearest the airport and R-3 farthest away. R-2 will remain in the middle.
Airport Overlay District Paul Marose:
Marose presents maps of proposed overlay districts which indicate substantial effects on land use in the neighborhood along the west side of North Main Street, the north side of West North Street.

DISCUSS AND TAKE ACTION, AMENDMENTS TO TITLE 17, ZONING OF THE CITY OF JUNEAU, MUNICIPAL CODE, TO INCLUDE THE ADOPTION OF SHORELAND-WETLAND ZONING REGULATIONS IN ACCORDANCE WITH STATE STATUTES.
MacGlashan advises the commissioners and notes the city does not have this amendment in place. However, the amendment already has been drawn. Further, the city has no Shoreland-wetland ordinance. Although the city may have no navigable waterway, as defined by the U.S. Army Corps of Engineers, it may have wetlands within a prescribed distance from such a waterway. Marose/Gratton: to recommend the amendments to Title 17 Zoning of the City of Juneau Municipal Code to include the adoption of Shoreland-wetland zoning regulations, including the revisions indicated in a memo dated Jan. 26 th, 2011, entitled Shoreland-Wetland Zoning Ordinance Revisions based on Wisconsin Department of Natural Resources review.
