The meeting was called to order at 6:30 PM, and roll call was taken.
Jahnke/Zank to approve the agenda. Motion carried.
Jahnke/Zank to approve the minutes from November 1 st, 2006. Motion carried.

Public Appearances: None

MSA Contract – E. Center Street.
Jahnke/Zank to recommend to the Common Council agreement with MSA for E. Center Street Project for a total cost of $135,300.00. Motion carried.

Change Order – Victory Street. (AMENDED 12-4-06 at 9:15 AM).
Jahnke/Zank to approve and recommend to the Common Council the change order for Victory Street. Motion carried.

Snow Removal – City Streets (AMENDED 12-4-06 at 9:15 AM).

Advertising at the Addie Joss Field.
No report.

Chain Fence – Depot Street and E. North Street.
Wayne will take care of this in the spring. The Mayor will talk to the home owner.

Gary Zuehlke – 126 E. Oak Grove Street. Water runs from Kwik Trip into his yard.
Mike Laue will meet with Wayne Bubolz to come up with a solution to the problem.

Ice Skating Rink.
Wayne will go to the Recreation Meeting to give report on the ice rink.

Recreation Committee.
1. Monthly Report. No report at this time.

Public Works
1. Monthly Report. Christmas lights are up. Have a good waste oil supply for the burner. Salt bins are out and filled. Snow equipment is ready to go.

Jahnke/Zank to adjourn into closed session as per §19.85 (1)(c) considering employment, promotion, compensation or performance evaluation date of any public employee over which the government body has jurisdiction or exercises responsibility. Motion carried.

Employee Evaluations.

Jahnke/Zank to reconvene into open session as per §19.85 (2) and disclose findings if any. Motion carried.

Update on Victory Street Project. Project is looking better. The sidewalk was replaced and landscaping is done.

Softball Scoreboard – Pardeville. Done

Chain Fence – Depot Street and E. North Street. Wayne will have someone take three tree down and fix the fence.

Public Appearances:
A. Leo Mevis – 185 Victory Street
Poor workmanship on the street job for Victory Street. Will hold last payment to the contractor. Did not put the right base down on the street. Mike Laue will check into these problems.

Victory Street – Special Assessments.
Jahnke/Buhr to accept assessment on Victory Street/Meadow Lane. Contingent on acceptance of the job completion by the contractor.

Street Lights – Bartlett Acres.
Will put Petro Flex in for street lights. Behind the curb in boulevard will talk about this at next month’s meeting. Sidewalk will not be put in on this project at this time per our city ordinances.

Softball Scoreboard – Pardeville.
Need to be taken in for service due to lighting striking it.

Advertising at the Addie Joss Field.
This was discussed. Dan Jahnke and Shelli Fernstaedt will bring more information to the next meeting.

Huber Workers.
Send this item to the Personnel Committee.

Catch Basin – Post Office.
Will be done by next week.

Diesel Fuel Tank at the City Garage.

Update on the platting of the city cemetery.

Storm Sewer Maps. See attached.
Talked about the storm sewer maps. Budget this for next year.

Sidewalk Installation – Bartlett Acres.
Sidewalk will be installed.

Cynthia Sandberg ( Juneau Vet Clinic) – Allow for driveway on the new Ridge Road.
Will install the driveway for Sandberg.

 

Future Width of S. Main Street – South Wind Subdivision.
Width of S. Main Street is 36 feet south of Cross Street.

E. Center Street Reconstruction. See attached.
Talked about storm sewer street construction on E. Center Street. Also talked about financing the project. Talked about possibly adding Community Center Parking and city parking lot. Buhr/Zank to forward to City Finance Committee with the Center Street project for 2007. Make recommendation to the City Finance Committee.

Utility Street Restoration Costs after Digs. See attached.
Utility will still be charged to open streets.

Storm Sewer Across from the Post Office.
Will have this done by the end of the month.

Removal Of The Base Of The Former Antenna In The City Parking Lot. Wayne will have this done by the end of the month.

2007 Departmental Budget Review.
See attached for list of capital items. Operating budget will remain the same.

Dirt and Grass Is Needed In The Boulevard – 143 S. Main Street
Wayne will have this done by the end of the month.

Softball Lights, Breaker Over Heating, and Broken Lens.
Wayne will talk to Dan Wegener about fixing the lights at the Concession Stand and at the softball field.

Wiring To Meet Codes at the Softball Concession Stand.
See above.

Addie Joss Infield Baseball Diamond
Discussed using the center field black back drop for selling ads. Dan Jahnke will check on this Send this item to the Recreation Department. Wayne will do the weed and feeding.

Community Center
1. Landscaping. North side of the Community Center will cost $453.78. Wayne will schedule this.

2. Sign. Cost of letters should be $396.90. Wayne will order the letters.

1. Monthly Report. Painting is done. Ridge Road gravel is down.

Weeds were cut down.

Residence’s on S. Main Street – Dirt is needed in the boulevard.
Dirt was put in the boulevard.

Catch basin across from the Post Office.
Wayne is taking care of this.

Recycling Compliance Assurance Plan – See attached.
Jahnke/Buhr to send this to the Common Council. Motion carried.

Award BIDS – Bartlett Acres - See attached.
Buhr/Jahnke to conditionally approve bid from Wondra Excavating. Motion carried.

1. Juneau Cemetery Addition Agreement.
Jahnke/Buhr the agreement with MSA for the cemetery addition for a cost of $2,300.00. Motion carried.

Update On Victory Street and Meadow Lane. Will start on August 1 st or the 2 nd , 2006.

Letter RE: Wild Goose Campsites. Send this letter to the Common Council.

 BIDS to Grind Compost Pile. Buhr/Jahnke to hire White Oak Farm LLC in the amount of $2,400.00. Motion carried.

 Recreation Committee.
1. Monthly Report. The Recreation Committee did not meet in June. Will install a new scoreboard at the softball field. Will look into security system for at the park.

Public Works:
1. Monthly Report. Next month we will tour city owned buildings.

2. Dirt Pile by the Public Safety Building. Will take care of by August 1 st, 2006.

Wayne will buy a camera for the park restroom in the city park.

Pre-construction meeting will be held on June 8 th at 10:00 AM.

Approve Street Light for Victory Street/Meadow Lane.
Buhr/Zank to recommend to the Common Council to install a street light. Motion carried 2-0.

1. Review and Approve Bids for Victory Street and Meadow Lane Construction Project. Jahnke/Buhr to approve the bid from Mandt Sandfill, Oregon WI in the amount of 67,473.50. Motion carried.

2. Review and recommend approval to council of the preliminary assessment report for Victory Street and Meadow Lane construction project. Buhr/Jahnke to recommend the above to the Common Council. Motion carried.

Hire Summer Help
A. Mary Buhr – Recreation Department

Will work 16 hours per week. Jahnke/Zank to approve hiring Mary Buhr. Motion carried.

B. Joe Cox – Public Works Department

Buhr/Jahnke to recommend hire Joe Cox. Motion carried.

Historical Society Gutters.
The gutters are installed. A thank you should be sent to the Juneau Utility Commission and to Freedom Gutters.

Property For Sale Next to the City Garage.
Property is not needed. Not interested at this time.

Recreation Committee.
1. Monthly Report. The Recreation Department received a donation of $595.00 from the Chamber of Commerce. Baseball has started. Micky Mantel baseball and the Rock River team have also started for the season.

2. Soccer Goals. Jahnke/Buhr to recommend to the Common Council to purchase the soccer goals. The cost to the Recreation Department is not to exceed $3,000.00. Motion carried.

3. Soccer Instructor – Kevin Klueger..

Jahnke/Zank to recommend to the Common Council the hiring of Kevin with a raise of $75.00 from last year. Motion carried. Motion carried.

Public Works:
1. Monthly Report.
Wayne reported that they are busy cutting grass and spraying weeds.

2. Dirt Pile by the Public Safety Building.
When the pile has dried out they will take care of it. Will be some time in June.

Reviewed preliminary assessment report for Victory Street and Meadow Lane and agreed in principle. Mike Laue will come back with updated prices and then it will go to the Common Council.

Local Wage Rates for Construction Projects. See attached.
Zank/Bosak to recommend to the Common Council to accept the local wage rates. Motion carried.

Historical Society Gutters. No action taken.

Recreation Committee.
1. Monthly Report. Easter Egg Hunt is this Saturday, April 8 th at 10:00 AM. This is free to kids in Juneau for ages 8 and under.

Zank/Druecke to recommend to the Common Council to approve the cost of the netting of $1,500.00 for the Little League Diamond first base side only. Motion carried.

Public Works:
1. Monthly Report. Business as usual. Water is turned on in the park. Netting is up by the hard ball diamond. Summer equipment in ready to go.

New cemetery lawn mower was delivered to the Public Works garage. Wayne reports that we are almost out of waste oil. Ed Krause should be back to work next week.

Public Appearances:
A. Mike Laue: Meadow Lane
Mike talked about the project. One thing that is missing is a street lamp. Wayne will get costs for the next meeting. Druecke/Zank to recommend to the Common Council to approve the contract between the City Of Juneau and MSA to start the design phase of the Meadow Lane street project. Motion carried.

Lawn Mower Bids for the Cemetery.
The city received the following bids for the new John Deere F725 mower:

Zank/Druecke to recommend to the Common Council to approve the low bid of $4,680.00 from Ballweg Implement of Waupun. Motion carried.

Recreation Fees. See attached.
Druecke/Zank to recommend to the Common Council to approve the Recreation Department fees for 2006. Motion carried. Only two programs were increased from last year.

Baseball and softball were increased by $5.00

Co-ed adult sand volleyball league was increased by $10.00

Historical Society Gutters.
No action was taken at this time. Place on Public Works agenda next month.

Recreation Committee.
1. Monthly Report. No report.

Public Works:
1. Monthly Report. Maintenance work being done at the Community Center. Ed Krause will be off work at least 4 more week.

Public Appearances:
A. Peggy Eulberg – 125 S. Mill Street
Planting in the boulevard. This is a continuation from a previous meeting. Bosak/Zank to recommend to the Common Council to allow Peggy to plant buffalo grass in her terrace. Motion carried.

B. Jim Ronge – 659 E. Center Street
Restoration requirements after work by companies is done by outside companies. Jim complained about previous work on E. Center Street terrace. Lawn was not restored to the previous condition. We will check ordinances and update as needed. We will then proceed from there.

N. Fairfield - Street Lights
Bosak/Zank to allow the Utility Commission to install three (3) street lights on the north end of N. Fairfield Avenue. Motion carried.

Recreation Committee.
1. Monthly Report. No report.

Public Works:
1. Monthly Report. Not much action during the holidays. Ice rink is a no go until we get colder weather. Will be doing some cleaning and painting in the Public Works building.
