Garbage and Recycling

Beginning January 1st, 2008 garbage will be picked up every Thursday, and recycling will be picked up every other Thursday.  If collection day falls on a holiday, collection service will then take place on the next business day following the holiday.   Bi-weekly recycling schedules will be available at City Hall.

All solid waste must be placed curbside in contractor provided carts by 7:00 a.m. on scheduled collection day no sooner than 24 hours prior to that day.  Emptied carts must be removed within 24 hours after collection day.

CARTS MUST FACE THE STREET AS INDICATED BY ARROW ON THE CART.  THE CART MUST BE FULLY ACCESSIBLE AND CAN NOT BE BLOCKED BY PARKED VEHICLES.

NO SOLID WASTE (INCLUDING YARD WASTE) GENERATED FROM OUTSIDE THE CITY OF JUNEAU IS ALLOWED TO BE BROUGHT INTO THE CITY.  VIOLATERS ARE SUBJECT TO PROSECUTION AND FINES.

 

BASIC  SOLID WASTE RULES:

A.     Garbage and Animal Waste:

Animal wastes shall be placed in a SEALED plastic bag and then placed in cart.

B.     Ashes or Burnt Materials: 

Shall not be put in cart in a hot or smoldering state.  Allow at least 72 hours cooling time before placing in cart.

C.     Construction Waste

1.      Material generated from residents performing their own work will be   collected provided such materials are able to be placed in cart and do not prevent the lid from being substantially closed.

2.      Materials NOT collected include, but are not limited to, rough metals, rain gutters or spouts, concrete, rocks and bricks, etc.

3.      NO construction waste of any kind will be collected as a result of contractors performing the work.

D.    Miscellaneous Information:

1.      Bulk Waste:  Items such as furniture, rolled carpeting (8 ft. maximum length), whole fixtures such as wood windows, non-metal doors, wood fence sections and steps will be collected curb-side provided they can be handled by two persons without risk of injury.  Bulk collection day will be announced at a later date.  If materials are broken down into small pieces, they will be considered construction material and must be in cart collected weekly.  No bundled or loose piles of building materials allowed.  Bulk waste will also be accepted at the city dumpster at the City Garage, 555 S. Mill Street, during certain days and times (See the following City Dumpster Procedures.)

2.      NO tires are collected curbside.

3.      NO white goods or other metals will be collected curbside.  White goods and metals include stoves, dishwashers, water heaters, furnaces, boilers, humidifiers, garbage compactors, washers and dryers, bedsprings, sheet metal, pipe, etc.

4.      NO lead acid batteries are collected.

5.      NO waste engine oil collected curbside.

6.      NO engine anti-freeze will be collected.

7.      Fruits and vegetables, including pumpkins, are considered garbage and must be containerized in collection cart, and not placed in a loose manner for collection.

E.     PAINT

1.      Cans must have covers removed and paint in a dry or hardened state and placed in cart.

RULES VIOLATIONS NOTICE

Crews will red tag violations of the above rules.  Residents MUST remove the tagged material from curbside within 24 hours and correct the violation before the next collection day.

 *** CITY DUMPSTER HOURS AT CITY GARAGE ***

YEAR ROUND: 1ST AND 3RD SATURDAY OF EACH MONTH FROM 8:00 AM TO 12:00 PM. APRIL 1 ST TO THE 4 TH WEDNESDAY IN OCTOBER: 2ND & 4TH WEDNESDAY OF EACH MONTH FROM 3:00 PM TO 5:00 PM.

ITEMS ACCEPTED at the city dumpster include old furniture, old pieces of carpet, and recyclable metal such as stoves and water heaters.

Tires are also accepted, but a fee of $2.00 per tire will be charged.  Residents can prepay this fee at City Hall before dropping the tires off at the dumpster.  They will then be given a receipt as proof of payment, which must then be shown to the attendant at the dumpster when dropping off the tire(s).  If residents do not prepay the fee, a “Tire Recycling Fee” form will be completed by the attendant at the dumpster showing the fee due.  This fee must be paid at City Hall within seven (7) days, or the City will invoice the resident and add a 4.5% administrative fee.

RESIDENTS WILL BE REQUIRED TO SHOW PROOF OF RESIDENCY WHEN DROPPING OFF ITEMS AT THE CITY DUMPSTER!!!

ITEMS NOT ACCEPTED at the city dumpster include waste materials from remodeling projects and any appliance that contains freon. These appliances include refrigerators, freezers, air conditioners, and dehumidifiers.  Regular garbage and recyclables are also NOT accepted at the city dumpster. Old TV's or any electronic items.

FOR DISPOSAL OF REMODELING PROJECT WASTES:
CALL a local solid waste contractor to get a dumpster. Residents can call Veolia Environment Services at 387-0987 or check the “Yellow Pages” for other solid waste contractors.

 OPTIONS FOR DISPOSAL OF REFRIGERATORS, ETC.,

***CASH REWARD***

Call the Juneau Utility Commission Appliance Turn-In Reward Program.

Through this program, Juneau Utility Commission will pick up older, spare appliances at no cost. The Juneau Utility Commission is even offering a cash reward (up to $20.00 per customer) when old refrigerators and freezers in working condition are turned in. Room air conditioners and dehumidifiers may also be turned in, but only after a qualifying refrigerator or freezer is scheduled for pick-up. Scheduling an appliance for pick-up is fast and easy. Just call 1-800-922-3744 toll free or visit www.arcaincutility.com. Useful parts will be recycled, and dangerous PCB's and ozone-damaging CFC's will be recovered.

  • IF IT WORKS, FIND SOMEONE WHO WANTS IT. A thrift store or charity may offer pickup services.
  • ASK RETAILER TO REMOVE and recycle it when you buy a new one.
  • CALL A SCRAP METAL RETAILER OR A LOCAL SALVAGE COMPANY. One local salvage company residents may choose to call is La Grange Salvage at 887-2278. If items are dropped off at the salvage yard located at W9679 Iron Road, Beaver Dam, a small fee will be charged.  La Grange does offer pick-up service, but the appliance must be out of the house and easy to load. There is an additional charge for this service. Check the “Yellow Pages” for other salvage companies.

IF YOU’RE GOING TO MOVE AN APPLIANCE, HERE’S HOW:
ELECTRIC APPLIANCE: Switch the current off at your circuit breaker or fuse box. Then unplug.
GAS APPLIANCE: Call your gas supplier or utility for information on how to shut off the gas. Approach the job cautiously.
HANDLE CAREFULLY. Cooling appliances and dehumidifiers break and spill chlorofluorocarbons (CFC’s), refrigerant ingredients that, when released into the environment, damage the Earth’s protective ozone layer.
PLACE RIGHT SIDE UP and tie securely before transporting.
REMOVE DOORS OF REFRIGERATOR OR FREEZER if it will sit unattended before pickup or transporting.

***MOTOR OIL & OIL FILTERS***

DRAIN OIL FROM VEHICLE. PUT IN A COVERED CONTAINER that is clean or has been used only for motor oil.

TAKE TO CITY DUMPSTER at the City Garage. Oil will only be accepted during city dumpster hours.

NEVER MIX used motor oil with anti-freeze, gas, paint, paint thinners, pesticides, solvents, or other liquids.

TAKE OIL FILTERS to the City Garage - Filters will only be accepted during city dumpster hours.

***VEHICLE BATTERIES***

Lead-acid vehicle batteries contain highly corrosive sulfuric acid that burns skin and puts holes in clothing and most everything else.

CHECK FLUID CELL CAPS (on top of battery); be sure they are tightly sealed. IDENTIFY TERMINALS. On some batteries, the terminals stick up on top. Other batteries have terminals that are recessed, one on each side.

REMOVE CAUTIOUSLY. Avoid touching both terminals at the same time.

PLACE ON THICK, LEAK-PROOF PLASTIC. Even concrete needs protection.

TAKE TO RETAILER. State law requires retailers of lead-acid vehicle batteries to accept up to two used batteries per day at no charge from anyone who purchases a battery from them or for a small fee from anyone else. Some retailers pay for used vehicle batteries when demand for lead is high.

DO NOT put in areas accessible to children and pets.

DO NOT allow to freeze, crack, and leak sulfuric acid. If battery fluid leaks or spills, neutralize it immediately with baking soda or lime.

YARD WASTE DISPOSAL
SPREADER AT CITY GARAGE OR LEAF SITE:

A spreader is located on the west side of the garage and is always open. The leaf site is located at the end of Industrial Road and is also always open.

Compost materials accepted:

  • Small plant roots such as flower and garden plant roots.
  • Organic yard waste such as grass clippings, leaves, garden plants, flowering plants, and straw.

Compost material must be emptied into the spreader or on the leaf site and garbage bags thrown in garbage can next to spreader or taken home. DO NOT LEAVE YARD WASTE IN GARBAGE BAGS!!!

 BRUSH PICKUP:
YEAR ROUND: EVERY THURSDAY

****DO NOT TAKE BRUSH TO SPREADER OR LEAF SITE!!! ****

 

PET WASTE:
SCOOP YOUR PET’S MESS FROM YARD OR STREET.

DISPOSAL INSTRUCTIONS:

  • PUT IN GARBAGE BAG and place in your contractor provided garbage cart with normal garbage on your normal scheduled garbage pickup day.
  • DO NOT COMPOST. Disease-causing organisms that threaten the health of humans may be present and are likely to survive composting.

** When pet waste is washed into lakes, streams or wetlands, it decays, using up oxygen and sometimes releasing ammonia. Low oxygen levels and ammonia combined with warm temperatures can kill fish and other aquatic life. Pet waste also contains nutrients that encourage weed and algae growth. Also, pet wastes are one of the many sources of bacteria that may make water unsafe for swimming or drinking. Bacteria also pose a risk to children and gardeners when pet waste is left on the ground.

 

 

 COMPOST:
“COMPOST” is organic matter recycled nature’s way. The finished product is a crumbly humus, a soil building substance rich in all the basic nutrients essential to plants.

PILE organics – leaves, grass clippings, small sticks, wood chips, kitchen vegetable scraps, and coffee grounds – as they accumulate.

WATER to keep pile as moist as a wrung-out sponge.

TURN outside materials to center every five or six weeks.

REMOVE HUMUS as you turn. Full decomposition takes about 18 months.

DO NOT COMPOST WEEDS, because this method will not get them hot enough to destroy seeds.

DO NOT COMPOST: meat, bones, fat, dairy products, oils, whole branches and logs, diseased plants, treated wood, human or pet wastes, or ashes from burning anything other than unpainted, untreated wood. Keep pine needles out of the compost pile; they are very slow to decompose.

HOW TO USE FINISHED COMPOST: Toss thinly on the lawn. Spread 3 to 6 inches thick and then till into planting beds or into the yard before seeding. Spread 1 inch thick on the soil under flowers, shrubs, and trees.

 Recycling Rules:

 

All Recycling items listed above will be collected every other week (calendars available at City Hall) and include glass, aluminum, tin and steel cans, plastics, cardboard, paper, and magazines, which shall be mixed together in contractor provided recycling cart ONLY.

 

All other materials shall be placed in the non-recyclable (garbage) cart ONLY. If you have any questions, please call the City’s Contractor, Veolia Environmental Services at 387-0987.

RECYCLING AND WASTE REDUCTION EFFORTS

 

Recycling is a huge step towards conserving natural resources and landfill space.  However, we need to do more to help our environment.  We need to think of recycling as one part of a bigger picture – waste reduction.

 

WHAT IS WASTE REDUCTION?

 

It is a balance created by:

 

-         reducing wastes and toxins generated in manufacturing and shipping products, as well as purchasing and use by consumers.

 

 -    diverting products and packaging out of the waste stream by reusing

       and recycling.

 

 -   responding with a change in buying habits.

 

HINTS ON WAYS TO REDUCE WASTE & RECYCLE:

 

-         Always use both side of paper (think “scrap paper”).

-         Recycle when you’re away from home too.

-         Get your kids involved, they’ll think it’s fun!

-         Buy in bulk.

-         Buy concentrates.

-         Buy products in larger sized packages.

-         Buy only what you can use up or share.

-         Remember, convenience products often cost and waste more!

-         Reuse products and containers as much as possible.

 

-         Cut down on unwanted mail by taking the following steps:

a.      Write:  “Please do not rent, sell, or give away my name and

address!” when filling out promotions, orders, subscriptions,

donations, credit card applications, and warranty cards.
