Chapter 13.08 SEWER SYSTEM
13.08.110 Right of entry, safety and identification.
A. Right of Entry. The approving authority or other duly
authorized employee of the city bearing proper credentials and identification
shall be permitted to enter all properties for the purpose of inspection,
observation or testing, all in accordance with the provisions of this chapter
and § 196.171, Wisconsin Statutes. The approving authority or duly
authorized employee of the city shall have no authority to inquire into any
process beyond that point having a direct bearing on the kind and source of
discharge to the sewers or waterways or facilities for wastewater
treatment.
B. Identification; Right to Enter Easements. The proper
approving authority or other duly authorized employees of the city bearing
proper credentials and identification shall be permitted to enter all private
properties through which the city holds a duly negotiated easement for the
purpose of, but not limited to, inspection, observation, measurement, sampling,
repair and maintenance of any portion of the sewage works lying within the
easement, all subject to the terms, if any, of the easement agreement. (Prior
