16.56.010 Design standards, sanitary sewer and water supply.


A. Sanitary Sewer Facilities.
1. There shall be provided a sanitary sewerage system in conformity with the official map. The design plans for such sewers shall be reviewed and approved by the city engineer.
2. The subdivider shall make adequate sewage disposal systems available to each lot within the subdivision or certified survey map parcel.
3. Subdivisions and certified survey map parcels shall be served by public sewer facilities. The size, type, and installation of any sanitary sewers proposed to be constructed shall be in accordance with plans and specifications approved by the city.
4. The subdivider shall assume the cost of installing all sanitary sewers of a size being adequate to serve the proposed development or a pipe size of ten inches in diameter or less in size, including the bringing of the sanitary sewer from where it exists to the land division in question, as well as providing all sanitary sewer work within the land division. If greater than ten inch diameter sewers are required to handle the contemplated sewage flows, the costs of such larger sewers shall be prorated in proportion to the ratio of the total area of the proposed subdivision or certified survey map to the total drainage area to be served by such larger sewer and the excess cost either borne by the city or assessed against the total tributary drainage area.
5. Any and all sanitary sewer improvements shall be extended to the boundary lines of the tract to be subdivided, unless prevented by topography or other physical conditions, or unless, in the opinion of the city council, upon the recommendation of the plan commission, such extension is not necessary or desirable for the coordination of the layout of the subdivision with the existing layout or the most advantageous future development of adjacent tracts.
B. Water Supply Facilities.
1. There shall be provided a water supply system in conformity with the official map. The design plans for such system shall be reviewed and approved by the city engineer.
2. The subdivider shall make adequate water supply systems available to each lot within the subdivision or certified survey map parcel.
3. Subdivisions and certified survey map parcels shall be served by public water facilities. The size, type, and installation of any water facilities proposed to be constructed shall be in accordance with plans and specifications approved by the city.
4. The subdivider shall assume the cost of installing all water mains of a size being adequate to serve the proposed development or a pipe size of eight inches in diameter or less in size, including the bringing of the water supply from where it exists to the land division in question, as well as providing all water distribution work within the land division. If greater than eight inch diameter mains are required to handle the contemplated demand, the costs of such larger pipes shall be prorated in proportion to the ratio of the total area of the proposed subdivision or certified survey map to the total area to be served by such larger pipe and the excess cost either borne by the city or assessed against the larger area.
5. The water pressure service standard for the city is two thousand (2,000) gallons per minute (GPM) for lots platted for commercial and multifamily development and one thousand (1,000) gallons per minute (GPM) for lots platted for single-family and duplex residential development.
6.
